摘　　要：运用文献资料、调查访问等方法,对近140年足球规则的的发展演变过程进行了综述、评论。将足球规则的演变历史分为4个阶段,对各阶段的规则变化进行了分析,总结、归纳出其变化的主要特征和规律。The present paper summarized the evolution of soccer rules for the last 140 years with the methods of literature reviewing and questionnaire. The authors believed that the soccer rule developed from simplicity to perfect but the essence of the rules did not change, i.e. treating equally to both sides of the competition, promoting the development of technique and tactics of soccer, protecting sportsmen's health and increasing the sight of enjoyment.
