摘　　要：　探讨了用网络公众研讨进行公共问题群体决策所具有的优势,以及在问题生成、研讨过程、决策生成、决策评价等各个阶段中权重因素的功能机理,并研究了相应的规则需求。In the paper are dealt with the advantages of public argumentation made by the network public for public issues, and the function mechanisms of weighting factors at diverse stages in the course of problem finding, argumentation, decision generation and decision assessment. And corresponding rule requirements are also studied.
