摘　　要：在经济体制转轨和经济结构调整中 ,扩大再就业有赖于非公有经济和中小企业的发展。黑龙江省非公有经济和中小企业发展不足 ,应健全落实促进中小企业发展的法律体系 ,建立中小企业金融支持体系 ,建立和完善中小企业社会化服务体系 ,加快发展非公有经济和中小企业 ,促进黑龙江省再就业工作的发展。In the process of the economic reform and the economic structural adjustment,employment enlargement depends on the development of nonpublic section and small-sized and medium-sized companies. These types of companies are undeveloped in HeiLongJiang Province, and so some measures should be taken to promote the employment in our province, for example, perfecting the legal system of small-sized and medium-sized companies, establishing financial supporting system, setting up and improving social service system of these companies,and promoting the development of nonpublic section and small-sized and medium-sized companies.
