公共行政学研究述评—基于2012年至2016年人大复印报刊资料《公共行政》的统计分析

摘　　要：公共行政学起源于西方学者伍德罗?威尔逊,经由古德诺、怀特等学者进一步发扬。我国虽在19世纪梁启超就提出与威尔逊行政学说相似的主张,即“增强公共理念”,但由于所持朝代的关系并未广泛运用。在新中国成立期间被重新提出,但由于当时整个“左”的错误思潮影响,这一门学科并未能得以发展而是很快便被贬斥为资产阶级伪科学,进而销声匿迹,待我国改革开放后才最终得以恢复并活跃。迄今为止,我国对此问题已经进行了更加全面且深入的研究,出版了大量的专著、教材以及庞大的期刊论文。本文基于人大复印报刊资料《公共行政》,着重研究十八大以后公共行政学的研究热点、研究团体分布问题。The study of public administration originated from the Western scholar Thomas Woodrow Wilson and further developed by Goodnow, White and other scholars. Although in 19th century, Liang Qichao put forward a proposition similar to Wilson’s administrative theory, that is, “enhance the public concept”, but it was not widely used in that dynasty. During the foundation of new China it was re-proposed, but due to the “left” wrong ideological trend at that time, this subject has not been able to develop, and soon be dismissed as a bourgeois pseudoscience, and then disappeared. Until China’s reform and opening-up, it was finally restored and active. So far, we have carried out a more comprehensive and in-depth study on this issue in China, and published a large number of monographs, textbooks and a large number of journal papers. This paper is based on the copy newspaper materials of the national people’s congress “Public Administration”, focusing on the research focus of public administration after the 18th national congress, the distribution of research groups.
