福利国家模式对我国普惠型儿童福利体系建设的启示

摘　　要：我国儿童福利问题已经引起了全球各个国家的高度重视。党的二十大报告中特别提出了我国要完善儿童福利体系,不仅在儿童教育福利方面,还要在妇女儿童权益方面做出行动。我国在儿童福利体系上,一直都存在很多缺陷,从“全面放开二孩”政策到如今的鼓励生育政策,人们的生育欲望并不强烈,说明我国的儿童福利体系暴露了很多的问题。本文将首先介绍我国儿童福利的现状,其次介绍福利国家儿童福利的政策,最后借鉴典型福利国家的经验,对我国普惠性儿童福利问题提出对策。The problem of children’s welfare in China has aroused the heights of all countries in the world. In the report of the 20th National Congress of the Communist Party of China, it is pointed out that China should improve the child welfare system, not only in children’s education welfare, but also in women’s and children’s rights and interests. There have always been many defects in the child welfare system in China. From the policy of “fully liberalizing the two children” to the current policy of encouraging fertility, people’s desire to give birth does not strongly explain that there are many problems in the child welfare system in China. This paper will first introduce the current situation of children’s welfare in China, then introduce the policies of children’s welfare in welfare countries, and finally draw lessons from typical welfare countries to put forward countermeasures for inclusive children’s welfare in China.
