终身教育背景下市级开放大学发展路径探索

摘　　要：从2012年开始,国家就提出要办有中国特色的开放型大学,教育部也对开放型大学作出了“新型高等学校,为全民终身学习服务”的定位。中央广播电视大学与北京、上海、江苏、广东、云南等五省市电大立即开展改革试点,各地市电大则根据各自的实际探索出一条在转型发展之路上各有侧重、各有侧重的新路径。试点11年以来,市级开放大学面临无办学自主权、教师转型动力不足、生源萎缩等诸多困难。本研究在终身教育的视角下,从与职业教育融合发展、建设产业学院、搭建网络平台、拓展非学历教育等方面探索市级开放大学的发展路径。Since 2012, the state has proposed to run the Open University with Chinese characteristics well, and the ministry of education has defined the Open University as a “new type of higher education that serves the whole people’s lifelong learning”. China central radio and television university and TV universities in Beijing, Shanghai, Jiangsu, Guangdong and Yunnan provinces immediately carried out pilot reforms. During the eight years of the pilot program, the city-level Open University has been faced with many difficulties, such as lack of autonomy in running schools, insufficient motivation for teachers’ transformation, shrinking enrollment source, etc. From the perspective of lifelong education, this study explores the development path of city-level Open University from the aspects of developing undergraduate education, building industrial colleges, building network platforms, and expanding non-academic education.
