政府引导社会资本参与老旧小区改造问题研究——为“旧”小区添“新”动力

摘　　要：政之所兴,在顺民心。老旧小区改造与居民的切身利益紧密相关,老旧小区改造是推进新型城镇化、建设现代化城市和促进经济高质量发展的重要举措,是涉及民生、社会进步和社会治理现代化的重要项目。通过分析社会资本在参与老旧小区改造所面临的主体协调、准入门槛、融资渠道不畅等问题,从政府转变职能角度形成政府主导的多方协调机制,明确社会资本的身份认同进而提升老旧小区改造水平,促进中国式城镇现代化进程。The people’s aspiration is the direction of the government. The renovation of old community is closely related to the personal interests of residents, and the renovation of old community is an important initiative to promote new urbanization, build modern cities and promote high-quality eco-nomic development, and is an important project involving people’s livelihood, social progress and the modernization of social governance. By analysing the problems faced by social capital in participating in the renovation of old community, such as coordination of main bodies, access barriers and poor financing channels, a government-led multi-party coordination mechanism is formed from the perspective of government transformation, and the identity of social capital is clarified so as to improve the level of renovation of old community and promote the modernization process of Chinese towns.
