人力资本理论下探索高素质农民培养研究——以乐山市为例

摘　　要：人才振兴是乡村振兴的重要组成部分,高素质农民是人才的重要组成部分,对乡村振兴有不可替代的作用。本文通过研究高素质农民的定义和特征,以人力资本理论为基础,将人作为最大的“资本”进行投资,重视人力资本的“量”和“质”。以乐山市高素质农民培养的实践作为案例,分析高素质农民培训面临的培训机构少、供给不足、培训对象人力资本低和培训内容单一的问题,提出要加强乐山市高素质农民培训能力,建设培训机构,开发适宜的培训课程,扩大财政投入和增加社会融资,做好农民工返乡创业政策引导,跨县合作构建分层分类培训体系。Talent revitalization is an important part of rural revitalization, and high-quality farmers are an important part of the talent and have an irreplaceable role in rural revitalization. By studying the definition and characteristics of high-quality farmers, this paper, based on human capital theory, takes human beings as the biggest “capital” for investment and emphasizes the “quantity” and “quality” of human capital. Taking the practice of cultivating high-quality farmers in Leshan City as a case study, analyzing the problems faced by high-quality farmers’ training, such as few training institutions, insufficient supply, low human capital of training targets and single training content, we propose that we should strengthen the training capacity of high-quality farmers in Leshan City, build up training institutions, develop suitable training courses, expand financial investment and increase social financing, do a good job in guiding the policy of migrant workers returning to their hometowns to start their own businesses, and cooperate across counties to construct a hierarchical and categorized training system.
