摘 要:构建高效协同的海南自贸港社会管理信息化系统是海南自贸港风险防控和社会管控工作的内生需求,也是自贸港社会治理现代化建设的重要举措。本文重点分析海南社会管理与治理信息化系统的复杂性,结合系统论与综合集成管理方法,探索研究复杂巨系统协同方法论与实践路径。以海南社会管理信息化平台实战服务效能提升为出发点,针对复杂业务信息化系统“跨层级、跨部门、跨系统”协同的瓶颈,对关键问题及其方法论进行研究,以综合集成管理理论为指导,提出矩阵管理方法,讨论矩阵协同管理系统构建思路,引入规范公约加仲裁机制,为海南社会管理信息化平台及其业务体系的高效运转提供管理方法及工具。The construction of an efficient and collaborative social management information system for the Hainan Free Trade Port is an inherent requirement for risk prevention and social control in the port and a significant measure for modernizing social governance in the free trade zone. This paper focuses on analyzing the complexity of the social management and governance information system in Hainan, combining systems theory and integrated management methodologies to explore the collaborative methodology for studying complex giant system and practical path. Starting from enhancing the operational effectiveness of the Hainan Social Management Information Platform, this study addresses the bottlenecks in cross-level, cross-department, and cross-system collaboration within complex business information systems. It conducts research on key issues and methodologies, proposing a matrix management approach guided by an integrated management theory. The paper discusses the strategy of constructing a matrix collaboration management system, introducing standardized conventions and arbitration mechanisms to provide management methods and tools for the efficient operation of the Hainan Social Management Information Platform and its business system.
