摘　　要：黄河是人类文明的起源,孕育了中华文明,形成了人口众多,规模庞大的城市区域。黄河流域是水生态文明的原点,形成了从上古黄河到近现代黄河的治理理念、技术和规制发展史。伴随黄河流域经济高速增长,水环境问题和城市化进程推动流域治理理念、技术和规制持续发展,开启了现代水环境治理阶段,进入了向流域多目标,系统化和综合管理的转向。这个转向需要构建面向人与自然和谐共生的思维框架,进行流域水生态导向下的流域国土空间总体规划探索,形成新的城市空间秩序与形态。The Yellow River is the origin of human civilization, gave birth to the Chinese civilization, and formed a large population and large scale urban area. The Yellow River Basin is the origin of water ecological civilization, which has formed the history of governance concept, technology and regu-lation from ancient Yellow River to modern Yellow River. Along with the rapid economic growth of the Yellow River Basin, water environment problems and the process of urbanization have pro-moted the continuous development of basin governance concepts, technologies and regulations, opened the stage of modern water environment governance, and entered the shift to multi-objective, systematic and integrated management of the basin. This shift requires the construction of a thinking framework for the harmonious coexistence of man and nature, the exploration of the overall planning of the river basin’s territorial space under the guidance of the river basin’s water ecology, and the formation of a new urban spatial order and form.
