肥城市柳林村农村宅基地有偿使用探索及改进建议

摘　　要：农村宅基地有偿使用有利于缓解无偿无限期带来的宅基地超占乱占和闲置问题。肥城市柳林村将农村宅基地“三权分置”改革和农村“三资清理”相结合,积极探索宅基地有偿使用,界定农户资格权,摸清宅基地利用状况,制定宅基地有偿使用标准,规范宅基地有偿收益使用,取得显化宅基地财产价值、促进宅基地集约高效利用和拓宽村集体收益渠道等成效。但也存在宅基地有偿使用标准单一、使用费标准偏低、部分宅基地利用率较低以及个别农户不交超标费等问题。结合当前宅基地制度改革政策和实践中存在的问题,提出实行差别化有偿使用、制定合理的有偿使用标准;鼓励闲置宅基地退出及流转;制定惩处及保障措施,推进宅基地有偿使用制度改革进程。The paid use of rural homesteads is beneficial to alleviate the problems of over-occupation and idleness of homesteads caused by unpaid indefinite periods. Liulin Village in Feicheng City com-bines the reform of the “three-rights separation” of rural homesteads and the rural “three-capital cleanup”, actively explores the paid use of homesteads, defines the qualification rights of farmers, finds out the use condition of homesteads, and formulates standards for the paid use of the rural housing land, regulates the use of paid income from homesteads, and achieves achievements such as manifesting the property value of homesteads, promoting the intensive and efficient use of homesteads, and broadening village collective income channels. However, there are also problems such as the single paid-use standard for homesteads, the low standard of user fees, the low utiliza-tion rate of some homesteads, and the non-payment of excessive fees by individual farmers. Com-bining with the current policies and problems in the practice of the homestead system reform, we propose to implement differentiated paid use and formulate reasonable standards for paid use;encourage the withdrawal and transfer of idle homesteads;formulate penalties and safeguards to promote the reform process of the paid use of homesteads.
