市域产教联合体实体化运作的实然困境及应然路径研究

摘　　要：打造市域产教联合体,是用现代化治理生态视野系统推动产业、教育及区域发展变革,有效回答了新时代如何深化产教融合这一现实问题,对于促进职业教育高质量服务国家发展战略、区域经济社会发展和产业转型升级具有重要意义。产教联合体的高效运作需要政府、企业、高校和科研机构等创新主体的共同参与。其实体化运行是指将市域内的产业资源和教育资源有机结合,形成一个具有实体组织架构和运行机制的联合体,并实现其有效运作,通常会涉及组织架构、合作机制、资源整合、项目实施、绩效评估等方面,通过分析联合体实体化运作中存在的实然困境,并总结出应然路径,能够为市域产教联合体、行业产教融合共同体的体制机制建设提供参考。To build the municipal industry-education consortium in the city is to promote the reform of industry, education and regional development by means of the ecological vision system of modern governance, which effectively answers the realistic question of how to deepen the integration of industry and education in the new era. It is of great significance to promote the national development strategy of high-quality service of vocational education, regional economic and social development and industrial transformation and upgrading. The efficient operation of the municipal industry-education consortium requires the joint participation of innovative entities, including the government, enterprises, universities, and research institutions.
