摘　　要：新修订的《职业教育法》是我国职业教育立法和职业教育发展进程中一个新的里程碑。新《职业教育法》把党的主张、政策理念、实践成果有机融入法律文本,不但在框架结构、条款内容上发生较大变化,而且在立法思想、方法举措等方面进行了较大创新,主要体现出“五新”特点,即立法新高度、遵循新原则、阐释新概念、融入新内容、建立新保障。新《职业教育法》针对当前职业教育改革发展面临的难点堵点问题对症下药,在职业教育的属性定位、办学格局、管理体制、办学模式、办学导向、社会地位等方面取得较大突破,有效回应了社会和民众对新时代职业教育最直接、最现实的利益关切和诉求。在新《职业教育法》实施过程中,应重点关注职普融通协调发展、职业本科扩容提质、产教融合多元办学等关键领域,研究制定相关配套措施和实施条例,多措并举、标本兼治推动职业教育高质量发展。The newly revised Vocational Education Law is a new milestone in the process of vocational education legislation and vocational education advancement in China.The New Revised Law organically integrates the Party’s propositions,policy concepts and practical achievements into the legal text.A comparative study reveals that the newly revised Law has not only undergone major changes in the framework structure and contents of the provisions,but also made great innovations in legislative thinking and methods and initiatives,mainly reflecting“five new”features,namely,new height of legislation,following new principles,explaining new concepts,integrating new contents,and establishing new guarantees.The Newly Revised Law addresses the difficult and blocking issues facing the reform and development of vocational education,and makes a great breakthrough in the positioning of vocational education,schooling pattern,management system,schooling orientation and social status,effectively responding to the most direct and realistic interests and demands of society and the public for vocational education in the new era.In the process of implementing the Newly Revised Law,we should focus on the coordinated development of vocational education,the expansion and quality of vocational undergraduate programs,the integration of education and industry,and other key areas,and study and formulate relevant supporting measures and implementation regulations,so as to promote the high-quality development of vocational education by taking multiple measures to address both the symptoms and the root causes.
