高中招生录取改革的公众反应与政策启示——以上海2021“中招新政”为例  

Public Response and Policy Enlightenment of High School Enrollment Reform:Take the “New Policy of Chinese Higher School Recruitment” in 2021 Shanghai as an Example

摘　　要：2021年3月上海发布高中招录新政,引发全社会高度关注。公众通过社交媒体展开广泛讨论。通过对知乎平台与"中招新政"相关的541篇文本进行内容分析,以编码与归纳演绎凝练出公众反应的框架图与核心观点。研究发现,公众普遍认为"中招新政"有利于推进教育均衡发展;公众关注的焦点是"中招新政"资源配置的结果;公众期待的是"中招新政"执行过程的公平公正公开;公众担心的是"中招新政"会带来新的教育焦虑。为了提升公众对"中招新政"的认同度和满意度,建议出台配套政策,推进有质量的教育均衡;加强宣传工作,增强公众对政策的理解;保证透明度,充分发挥公众监督作用;引导树立科学教育观,缓和家长教育焦虑。in March 2021,Shanghai issued a new policy for high school enrollment,which aroused great concern of the whole society.Extensive public discussion has been made through social media.Through the content analysis,coding,induction and deduction of 541 texts related to Zhihu platform and the“new policy”,the framework diagram and core viewpoints of public response are condensed.The study found that the public generally believed that the new policy was conducive to promoting the balanced development of education.The focus of public attention is the result of resource allocation of the new policy;What the public expects is the fairness and openness of the implementation process of the new policy;The public is worried that the new policy will bring new educational anxiety.In order to improve the public’s recognition and satisfaction with the new policy,it is suggested to introduce supporting policies to promote the balance of quality education,strengthen publicity and enhance public understanding of policies,ensure transparency and give full play to the role of public supervision,establish a scientific outlook on education and alleviate parents’educational anxiety.
