摘 要:当前地方公费师范生政策旨在以优化“出口端”均衡配置师资,促进城乡教育公平,但受政府资源有限难以满足公费师范生需求、高校内生动力难以由外部政策激发、政策现实立场引发情感阻抗等因素的制约,陷入“留不住”与“不适合”的“数”、“质”双重困境。为此,可从“入口端”破局,招收包括优秀在职乡村教师在内的愿意扎根乡村教育者为公费师范生,为建设“留得住”、“教得好”的乡村教师队伍提供有力保障。The current policy of free-charge normal university students for the local aims to promote the equity of urban and rural education through optimizing the balanced allocation of teachers at the“export side”.However,there’s the dual dilemma of“quantity”and“quality”of rural teachers,which’s caused by the limited government resources,the endogenous motivation of universities and the emotional resistance.Therefore,recruiting those who are willing to take root in rural areas and excellent in-service rural teachers is advisable to change the entry side.It provides a strong guarantee for building a team of rural teachers who are committed to rural education.
