基于PBL模式的公共管理专业人才培养与创新创业教育多维融合体系研究

摘　　要：起源于医学教育、广泛应用于自然科学领域的PBL问题式学习模式对于公共管理专业的人才培养与创新创业教育具有高度启发性。该文采用“三阶段”培养策略,构建了PBL模式下公共管理专业人才培养与创新创业教育多维融合体系,即通过通识课阶段,夯实公共管理专业大学生创新能力培养的思想基础;通过专业课阶段,从自主探索创新、科教结合创新和产教融合创新三个方面,全方位培养学生创新创业的理念和技能;通过实习阶段,形成公共管理专业大学生科研能力与创新创业能力综合培养平台,实现公共管理专业人才培养与创新创业教育深度融合、协同发展。The PBL(Problem-Based Learning)model,which originated in medical education and has been widely used in the field of natural sciences,is highly enlightening for the cultivation of talents and innovation and entrepreneurship education for the major of public administration.By adopting a"three-stage"training strategy,a multi-dimensional integration system of public management professional talent cultivation and innovation and entrepreneurship education based on the PBL model is constructed.That is,through the general education course stage,the ideological foundation for the cultivation of innovation ability of students in the major of public administration could be consolidated;through the professional course stage,from the three aspects of independent exploration and innovation,combined innovation with science and education,and integration of industry and education,students would be cultivated the concept and skills of innovation and entrepreneurship in an allround way;through the internship stage,a comprehensive training platform for the scientific research ability and innovation and entrepreneurship ability of students in the major of public management would be formed,and the deep integration and collaborative development of professional talents cultivation and innovation and entrepreneurship training in public management education could be realized.
