中医住院医师规范化培训基地督导评估的实践与思考

摘　　要：在“高质量发展”的新形势下,紧密围绕新医科“大健康”理念,中医住院医师规范化培训(简称住培)的高水平建设必将成为构建公立医院高质量发展新体系中不可或缺的重要部分,而督导、评估则是实现医学教育同质化、规范化、标准化的重要手段。以上海中医药大学附属曙光医院为例,通过压实组织管理责任、梳理健全配套制度、优化过程培养路径、创新师资遴选机制、夯实日常教学活动,提高临床教学实效、提升中医住院医师的岗位胜任力,实现培训基地内涵建设。同时,构建双循环的督导评估体系,将评估反馈与培训基地的动态管理相结合,推进国家政策的实施。Under the new situation of"high-quality development",closely centering on the concept of"Big Health"in the new medical department,the high-level construction of standardized training bases for Traditional Chinese Medicine(TCM)residents will definitely become an indispensable and important part of building a new system for high-quality development of public hospitals.However,supervision and evaluation are the important means to achieve the homogenization and standardization of medical education.This article takes Shuguang Hospital affiliated to Shanghai University of Traditional Chinese Medicine as a case study.It is recommended to realize the connotation construction of a training base in the following ways:consolidating the responsibilities of organization management,sorting out and improving the supporting system,optimizing the path of process training,innovating the selection mechanism for teachers,strengthening the daily teaching activities,improving effectiveness of clinical teaching,and enhancing the job competencies of TCM residents.Meanwhile,we have built a double-cycle supervision and evaluation system with the combination of the evaluation feedbacks and the dynamic management of the training base to promote the implementation of national policies.
