摘 要:公务员职务职级并行制度的实施标志着我国公务员职业成长的激励机制得以正式重塑.2015年县以下机关职务职级并行制度矫治了基层公务员经济待遇主要由职务决定的实然偏差,因以"任职年限和级别"为职级晋升依据而具有一定的"普惠"特征.2019年整体推进的公务员职务职级并行制度在职务晋升的"过度竞争"和基层职级晋升的"全面普惠"之间寻求平衡,以工作需要、德才表现、职责轻重、工作实绩和资历等为综合考量因素,形成从年功制到功绩制的转向.从初步确立到全局拓展,我国公务员职务职级并行制度呈现从试点到扩散、从保障到激励、从普惠到竞争的运行特点,并蕴含相应的制度演进逻辑.The implementation of the parallel system of civil servants’positions and ranks marks the formal reconstruction of the incentive mechanism for the growth of civil servants’career in China.In 2015,the parallel system of positions and ranks at and below the county level corrected the actual deviation in the economic treatment of grass-roots civil servants,which was mainly determined by their positions.It has certain inclusive characteristics because it takes tenure and rank as the basis for rank promotion.In 2019,the overall promotion of the civil service positions and ranks parallel system seeks a balance between the excessive competition of positions promotion and the comprehensive inclusion of grass-roots rank promotion,taking work needs,moral and talent performance,responsibility weight,work performance and seniority as comprehensive considerations,forming a transformation from annual merit system to merit system.From the initial establishment to the overall expansion,the parallel system of civil servants’positions and ranks presents the operational characteristics from pilot to diffusion,from guarantee to incentive,from inclusive to competition,and contains the corresponding evolution logic.
