摘 要:政府雇员制引进了市场化、契约化的观念和做法,是政府用人制度的创新与突破。但是,目前中国的政府雇员制还处于试行阶段,还没有完备的法律制度,没有相应的法律保障,它的存在虽然有一定的必要性和必然性,但是这一制度也带来了一些负面影响。因此,必须完善各种法律制度,完善雇员考评体系,完善并推行"政府雇员公司"制度,从而探索出一条适合我国国情的公务员制度改革与发展道路。Government-Employee Rules has drawn in the conception and practication of market,contract.Government-Employee Rules is also an creation of public employment system reform.However,we should make it clear that Government-Employee Rules construction is an hole system that should not ignore the role of governing,regulation and predicament in the harmonious development of public administration institutational reform.As legality,regulations and Government-Employee evaluation possess different performance and advantages,they have strong complementary effect in the development of Government-Employee Rules.From the view of coordinative development of Government-Employee Rules,we should adjust the structure of governing,legality,regulations and Government-Employee evaluation system,and the new system should be to make the government stronger,more efficient and cooperative.
