摘　　要：党的十七大报告对生态文明建设提出新的要求,构建"环境友好型"的社会主义和谐社会成为全中国人民共同的理想。这样的大背景为我国生态税制的建立和完善提供了一个很好的环境。目前我国生态税制存在那些问题,其原因何在?如何进行完善?这些都是我们应关注的问题。It is provided new requirements of building the ecological civilization in Party’s 17 major reports, the construction of "environmentally friendly" socialist harmonious society as a whole Chinese people’s common aspirations. Such a background for China’s ecological system of the establishment and improvement provides a good environment. At present, China’s ecological systems there are problems, why not? How to improve? These are the issues we should be concerned.
