摘　　要：知识经济对人力资源开发和管理产生巨大的影响。在知识经济时期人力资本作为人力资源开发和管理的重要目标 ,创新是人力资源开发和管理的关键和核心。建构学习型组织是人力资源开发和管理的重要组成部分 。This article analyses the great effects of knowledge-based economy on human resource exploitation and management, points out that human capital is an important target of human resource exploitation and management in the times of knowledge-based economy, innovation is the key to it, and establishment of learning organization is an important part of it, all-round development of human is the root of human resource exploitation and shows ultimate humanistic loving of care.
