摘　　要：高等教育的管理模式从计划学年制改变为完全学分制,是在新形势下迎接挑战,顺应时代要求,培养创新人才的最佳方案。文章研究实行学分制的条件,探讨实行完全学分制面临的问题,从而提出解决问题的对策。The operating model of higher education of China will convert from planned-academic-year system to credit-based system,which meets th e need of the times and gets prepared f or the challenge.The credit -based systemis a good way to create talents with originality.Investigates the conditions of credit-based system,discusses the problems which we face with and puts forward some countermeasures.
