摘 要:传统的项目管理理论以"三大控制"的实现作为建设项目管理的目标,基于利益相关者视角的建设项目管理目标为:最大限度地满足和超越全体利益相关者的要求和期望,实现项目价值的最大化、合作成本的最小化和利益相关者利益分配的合理化。实现的途径有:运用价值管理构建基于利益相关者视角的目标体系追求项目价值最大化;通过全过程造价管理促进利益相关者形成战略伙伴关系实现合作成本最小化;树立全生命周期项目管理的思想实现利益相关者利益分配合理化。Traditional project management theory takes the realization of 'three controls' as the target construction project management.The target for the construction project management based on the angle of stakeholders is: maximize and exceed the requirements and expectations of all the stakeholders to realize the maximization of the project value,minimization of the cooperation cost and rationalization of benefit allocation for the stakeholders.The realization ways include: use the value management to construct target system for the maximization of the project value based on the angle of stakeholders;promote the stakeholders to form strategic partnership to realize the minimization of the cooperation cost through cost management of the whole process and set up the idea of project management of full life cycle and realize the benefit allocation reasonability of the stakeholders.
