摘　　要：随着我国改革开放的不断深入和入世全面参与国际竞争 ,高等教育也在加快改革步伐 ,积极应对面临的挑战和发展机遇 ,作为新建高校在这种背景下 ,只有通过正确、有效地———准确定位 ;强化和完善教师进修制度 ,迅速提高师资水平 ;加强和创新学科建设 ,营造学科特色 ;确实实行人本管理 ,稳定和引进人才等战略与措施 ,才能提高其竞争力 ,实现可持续发展。With the development of reformation of China and entering into WTO to take part in international competition, Chinese higher education should face the challenge and the chance of development positively. Developing universities, in this situation, to enhance the ability of competition and realize the continuance development, must position exactly firstly, strengthen attending in an advanced studies of teacher and make the progress in teaching; At the same time, should also innovate the system of knowledge and subject, create the new feature of the system; At last, also carry out this concept of management, which strengthens human being as foundation.
