基于自组织理论的创业金融体系构成、演化及发展对策研究

摘　　要：对创业金融体系进行界定,分析了创业金融体系的构成及自组织特性,建立自组织演化动力学模型,最后基于自组织理论提出创业金融体系的发展对策。创业金融体系以中小企业为主要融资服务对象,是包括天使投资、风险投资、中小银行、担保公司、咨询公司在内的多种机构及子系统组成的复杂系统。自组织理论的启示在于:在一定条件下,创业金融系统具有内创生、自我演化、从无序走向有序、从低级走向高级,从而部分或者完全解决中小企业融资难的内在趋势。为此政府不应过多干预,而应从鼓励创新、放松准入限制、扶持关键机构、改善金融环境方面促进创业金融系统的发展。Define the concept of Entrepreneurial Finance System(EFS),analyze its constitutes and self-organization characteristics,establish a dynamic evolution model,finally put forward development suggestions of EFS based on self-organization theory.EFS is a financial system mainly serving the SME,including angel investors,venture capital,small banks,guarantee companies and consulting firms which constitute a complex system.The implication of self-organization theory is that under some conditions,EFS owns internal tendency of autopoietic,self-evolution and evolution from disorder to order,from low level to high level,to solve SME's financing problems in some parts.So the government is suggested to push development of EFS not by too much intervening but by encouraging innovation,loosening limitation of industrial entrance,supporting key institutes and improve the financial environment of EFS.
