摘　　要：本文根据三明市政府建立科技工业园区的愿望和三明市的实际情况，从系统工程的观点出发，建立了三明市科技工业园区的三层结构框图和模型，在此基础上，确定了科技工业园区模型的决策机理及其应遵循的原则，并开发了科技工业园区项目的信息处理系统，为科技工业园区的开发提供了科学依据。Abstract：According to the desire that ShanMing city government wants to build scienceindustry field and the actual situation of ShanMing city in the paper，the three level struc-ture block and model of science industry zone in ShanMing city are built from theviewpoint of systems engineering．On the basis of that，the decision mechanism and therules of the model are determined．The information process system of the items of the sci-ence industry zone is developed．It provides the science evidence for the development of thescience industrv zone.Kev words：multilevel multiobjective decision， systems engineering，large scale system
