摘　　要：建立健全教学质量保证与监控体系是高校提高教学质量的重要保证,该项体系由教学决策系统、监控运行系统和信息反馈系统三部分组成。建立健全教学质量保证与监控体系,保证各个系统各司其职,相互配合、协调运行必须采取以下措施:领导重视,使教职员工牢固树立以质量求生存、求发展的竞争意识;体系设计应具科学性和可操作性;成立教学督导组;设立教学质量监控科;建立激励约束机制。To improve higher educational quality,it's important to establish and perfect the quarantee of teaching quality and perfect the quarantee of teaching quality and its supervision system,which should consist of teaching strategic decision,operation of supervision system and feedback of information.The establishment and perfection of the guarantee of teaching quality and its supervision system can contribute to the ruction of responsibility,mutual cooperation and coordination in different departments.The following measures should be taken:Leaders' attachment of importance and teaching staff's competitive sense based on quality for survival and quality for devetopment.The system is designed to bear characteristic of science and feasibility in the function. The group of teaching supervisors should be constituted along with the section of teaching quality supervision and inspiring restraint system.
