摘　　要：新时期的大学教育呼唤素质教育,大学生素质教育不仅关系到"拔尖创新人才"的辈出,还关系到中国特色社会主义建设事业所需要的大量合格人才的涌现,关系到国家的前途和民族的命运。在改革开放新时期,党把社会主义事业建设者和接班人的基本要求概括为"四有",有理想、有道德、有文化、有纪律诠释了新时期大学人的本质特征,大学生素质教育就是要培育大量"四有"新人并不断增强大学生的现代公民意识。In the new era of university education call for quality education, students' quality education is not only related to"top creative talents", is also related to the construction of socialism with Chinese characteristics needed for the emergence of a large number of qualified personnel, concerns national future and national destiny. In the new period of reform and opening-up, the party to the basic requirement of socialist cause builders and successors, summarized as"four haves"have ideal, morality, culture and discipline, interpretation of the essence characteristic of the university of people in the new period, students' quality education is to cultivate a large number of new"four haves"and constantly strengthen the modern citizen consciousness of college students.
