摘　　要：教育主权是国家主权的下位概念,基于国家主权学说理论的发展和变化,导致教育主权概念的外延。由于发展中国家和发达国家在国家主权原则上的分岐,以及国家主权在实践上的一些新取向,因此,有必要充分重视和进一步探讨教育主权的新观念、新思维。Subject to the sovereignty of a state,educational sovereignty originates from the outcome of studies in state sovereignty theory and is regarded as an extension of state sovereignty.Aware of the differences and new approaches regarding the principle of state sovereignty and the implementation of it in the developed and developing countries,the author intends to expound some new perspectives on educational sovereignty with an emphasis on the need to pay full regard to the studies of it.
