开放大学背景下系统运行模式的承继与创新

摘　　要：国家开放大学和地方开放大学的建立,打破了传统的大一统办学模式,标志着我国开放大学的建设拉开了序幕,形成了百家争鸣、百花齐放的新型远程教育格局。以内蒙古为例,在分析现行的系统运行模式特征的基础上进行合理扬弃,探索构建新系统的路径和确保系统畅通运行的职能划分及良好系统运行环境建立的策略,提出了开放大学背景下系统运行模式的基本思路。Establishment of the national and local Open Universities break the traditional unified school-running mode,marking the beginning of constructing China's Open University and the formation of a new distant open educational pattern with free development and autonomous exploration.Taking Inner Mongolian as An example,in this article a reasonable sublation is taken on analyzing the current-operation-mode characteristics to explore the paths of new system construction and ensure function division of unimpeded running system and correlate environmental tactics,further suggestion is putted forward against a background of Open University.
