美国宾州州立大学质量保障的个案分析

摘　　要：美国宾州州立大学积极践行"以学生为中心"的教育理念并将其作为办学质量的核心内涵,在质量持续提升管理理论(CQI)的统领下采用IMPROVE质量保障操作模型和CIPPR质量保障评估模式,形成了全员参与和团队协作的质量文化,从而推动大学教育质量的持续提升。其成功经验的有益启示在于:大学教育质量保障是一项系统工程;持续提升大学教育质量不仅需要先进的理念引领,而且要有具体的操作策略和详尽的执行步骤;大学要经常为全体人员提供形式多样的培训与交流,以更新理念,分享经验,提高评估技能。Pennsylvania State University fulfilled the student-centered educational idea actively and kept it as the core content of teaching quality.Under the guidance of Continuous Quality Improvement(CQI),Pennsylvania State University adopted the IMPROVE quality assurance operation model and the CIPPR quality assurance assessment model,forming the quality culture of full participation and teamwork and promoting the continuous improvement of university education quality.It offered such successful experience as the following:quality assurance was a systematic project;it needed the advanced idea,as well as the specific operation strategy and the detailed execution steps to promote the university education quality;and it should offer all the staff diversiform training and exchange,to renew the idea,share experience and improve the evaluation skills.
