摘  要:从制度分析与发展框架的理论视角来看,农民工随迁子女异地高考政策是在高等教育资源配置现状、价值观与随迁子女分布、高考有关规则等外生变量的影响下,中央舞台、地方舞台和非正式舞台的各行动参与者之间相互作用的过程与结果。目前,其结果与公众所预期的目标尚有较大差距。有效改进农民工随迁子女异地高考政策制定过程,必须明确异地高考政策制定过程中政府的职责,加快高校招生考试与指标分配规则的优化调整,尽快完善异地高考各方利益的整合机制。From the perspective of institutional analysis and development framework,it could found that the college matriculation policy-making process for migrant workers' children was the results of interact between actors of the central policy arena,the provincial policy arena and the unofficial arena,which were influenced by the three external variables including resource allocation of higher education,values and migrant workers' children distribution,and fundamental rules of the college matriculation.However,there still existed a large gap between the results of the policy and the anticipation of the public.In order to figure out the dilemma,it is imperative to divide the responsibilities between the central government and the local clearly;to optimize and adjust allocation rules of college recruiting quota;and to improve integration mechanism of the stakeholders' interest.
