转型时期高校信息化的治理结构变革研究

摘　　要：在我国高校信息化转型升级时期,传统以IT部门为主体的高校信息化治理结构在教育资源整合、业务流程再造等方面面临着巨大的挑战。为了促进高校内部组织信息化的协同建设、实现高校内部教育资源的整合和业务流程的再造,高校信息化应该从传统的"IT管理"阶段走向"IT治理"阶段,重构一种以信息化建设领导小组为核心的信息化治理结构,设立信息化建设专家组和信息化办公室,形成"战略决策层—业务管理层—技术服务层"的联邦式治理结构,并建立以高校核心业务发展需求为导向的运行机制。The traditional goverence structure of university which taking tranditional IT sector as the key is facing a great challenge in the integration and business process reengineering of education resources in the transition and upgrading of university informatization. University informatization must get rid of the traditional IT management paradigm, and implement the IT governance paradigm to reconstruct the information governance structure with informatization construction leading group at the core, which also sets up the informatization construction expert group and the informatization office, forming the federated governance structure including strategic decision-making level, business management layer, technical service layer. The structure should also institute the operation mechanism that takes university core business development demand as the guidance, so that can realize the collaborative construction of organization informatization and integration and reengineering of internal education resources in university.
