摘　　要：为了提高供应链管理的运作效率 ,许多企业将其物流业务外包给专业物流服务提供商。介绍了第四方物流的概念 ,分析了第四方物流的特点及支撑环境。以某物流企业为背景 ,设计了第四方物流体系结构及其电子商务模式下的运作模式 ,提出了其配送体系架构 ,分析了第四方物流设计及实施的关键因素 ,提出了第四方物流决策支持系统软件功能模型及技术实现方案。该系统可有效地管理物流及第三方物流供应商的基本信息 ,根据客户、供应商在线交互信息 ,实现第三方物流的运输路线及运输载体选择 ,对物流方案进行优化决策 ,保证了该企业进出口贸易物流服务的快速度。In order to improve the efficiency of supply chain management (SCM), many enterprises outsourced their logistic operations to professional logistics service providers. The concept of Fourth Party Logistic (4PL) was introduced, and the characteristics and the supporting environment were analyzed firstly. Based on a logistics company, the architecture and the operation mode of TY-4PL in E-business environment were designed, the distribution system was introduced and crucial factors for successful project implementation were put forward. Lastly, the structure and function model of 4PL decision supporting system with reference to the TY-4PL software platform were established and the implement scheme was presented. The system can efficiently manage the logistics and 3PL information. According to online interaction information between customers and providers, the 3PL providers, transportation routes and the transportation tools were chosen, and the optimal logistics scheme was made for decision. All of these guarantee high speed, high quality and low cost of the logistics service for the imports & exports of enterprise.
