摘　　要：本文利用复Lyapunov方程给出了退化时滞微分系统全时滞渐近稳定的充要条件In this paper, we study degenerate differetial systems with delay. Complex Lyapunov equation is used to deduce necessary and sufficient conditions for asymptotic stability for every value of the delay.
