摘　　要：排污权交易制度在控制环境污染方面兼有环境质量保障和成本效率的特点,成为当前备受各国关注的环境经济政策。由于排污权交易制度在我国还处于探索中,尚未形成完善统一的制度。本文根据排污权交易的理论和国内外排污权交易的实践,探讨了排污权交易的基本思想,研究了排污权交易制度的安排及排污权交易中存在的问题,试图为我国排污权交易制度的建立提供借鉴。The system of marketable has a characteristic of ensuring the cost efficiency and environmental quality in controlling the environmental pollution,and becomes the environmental economic policy concerned by various countries at present.This text probes into the basic thought of the blowdown right trade,and studies the problem ex- isting in the arrangement of the blowdown right trade system and blowdown right trade,and attempts to offer reference for the setting-up of the right trade system of blowdown of our country.
