摘 要:人事代理业务的发展带来了人才租赁业务的发展。随着市场化用人机制的全面推进,人才租赁业方兴未艾。如何通过业务的外包来改善企业的人力资源管理系统、程序以及职能为组织所提供服务的有效性,这涉及企业用人机制的创新问题。近年来,发达国家和我国东部地区的实践证明,人才租赁是人才、中介机构和用人单位"三赢"的新型用工模式。The thriving of the management service of personnel under authority promotes the renting business of personnel. With the all-round development of market-oriented personnel employment mechanism, the business of renting personnel will become prosperous. How to improve the enterprise's management system, procedures and functions of its human resources through the external contract of business so as to provide effective services for the organizations becomes a problem involving the innovation of the enterprise s personnel employment mechanism. In recent years, the practices of some advanced countries and the east areas of China have proved that the renting of qualified personnel is a new mode of personnel employment providing a win for both the qualified personnel, the agency of personnel and the employer.
