摘　　要：“以人为本”是科学发展观的本质、核心和基本价值取向,探索“以人为本”的实践路径是贯彻科学发展观重要的理论问题和现实问题。文章认为,与时俱进、更新观念是实践“以人为本”的思想基础;发展社会生产力是实践“以人为本”的现实内容和现实基础;社会制度的创新是实践“以人为本”的制度保障。The notion of people-orientation is the essence and core for scientific development,and essential orientation of value. The probe into the practice of the means of people-orientation is an important question for the theory and practice in carrying out the notion of the scientific development. We hold that keeping pace with the time and innovating our notions is the thought-base in the practice of people-orientation,that developing the social productivity is the practical content and essence in the practice of people-orientation,and that the innovation of social system is the guarantee in the aspect of system for the practice of people-orientation.
