摘 要:我国网络远程教育在过去的几年里发展迅猛,使成千上万原本没有上大学机会的人从中受益.然而,尽管拥有广大的受众,网络远程教育仍然是一种极具争议的教育模式.本文分析网络远程教育现有的和潜在的障碍及原因,探讨教育的受众、决策框架、评估体系、师资队伍、公共服务体系等关键问题,并提出发展网络远程教育和提升公众认可度的途径.The past few years has witnessed an incredible multiplication of online education programs nationwide. This special education mode benefits millions of people who were otherwise denied the opportunity to receive higher education. Yet in spite of its wide coverage of education population, it still remains highly controversial and has been exposed to continuous complaints. This paper examines the existing and the potential barriers to online education and their causes, deals with such crucial issues as target learners, policy framework, evaluation system, staff building and infrastructure, and suggests ways to upgrade online education and enhance its public recognition.
