摘　　要：文章主要从5个方面评述奥尔特加关于大学发展与大学教育的思想。即变革是大学发展的出路和使命;大学要合理分工和定位,实现高等教育的多样性、特色化发展;大学要加强通识教育;文化传授和教学先行;教师考核要侧重综合素养和教学才能。This paper mainly reveals Ortega's ideas of universities' development and higher learning from following five aspects. Change is the eternal way and mission of universities' development. The functions of universities must be divided rationally and the development of universities must be oriented correctly, to realize the diversity and feature of higher education. Liberal education must be fortified. Culture-passing and teaching must be taken priority. All-round abilities and teaching faculties must be emphasized in teachers' working-evaluation.
