摘  要:本文从远程教育系统管理结构的特点和质量管理的要求出发,讨论远程教育系统管理的运行机制,阐述了建立远程教育系统的准入机制、利益激励和制约机制、诚信合作机制、竞争机制、外部监控机制的意义和主要内涵。As distance education (DE) in China is developing rapidly, the establishment of mechanisms for the efficient operation of DE system has become an issue of public concern. This paper discusses the operational mechanisms in China's DE system, including admission, incentive, competition and external supervision mechanisms. Their implications are also examined. The admission mechanism outlines the requirements and procedures for a distance-learning institute to join the DE system. This is basically a quality assurance system to ensure that the DE system is well organized. Through an incentive mechanism, teaching and student support services can be properly managed and kept at a high standard. Mechanisms are also needed for collaboration and competition between distance learning institutes. Perhaps most importantly, an external supervisory mechanism imposed by the education authority should be in place.
