摘  要:教育社会功能理论及各国发展实践经验证明,区域经济在发展并形成各自的特色时,迫切需要高等教育与其配合,实现良性互动。高等教育的发展能够促进区域社会经济的发展,反之区域经济又会对高等教育的发展产生影响,而承担着高等教育功能的地方高校则在其中起着主要作用。《关中—天水经济区发展规划》的实施,为经济区内地方高校的改革发展和提升服务地方经济社会发展的能力带来了良好的机遇与严峻的挑战。关中—天水经济区内地方高校要立足《规划》总体要求,自觉树立开放办学的思路,通过内涵建设,创新人才培养模式,为区域经济发展提供人才支持、智力支持,实现高校人才培养与区域经济社会发展的良性互动。天水师范学院作为区域西部和甘肃陇东南地区唯一一所本科院校,主动适应区域经济发展对人才、科技的要求,深化教育教学改革,成效显著。The social function theory of education and the practical experience in other countries have proved that the regional economy is in bad need of coordination of higher education in its own development for the realization of benign interaction.The development of higher education is able to boost that of regional economy,and vice versa.The implementation of Development Plan for Guanzhong-Tianshui Economic Zone brings about favourable opportunities and severe challenges for the development of higher institutions in the area and the promotion of their capabilities to serve the local economic development.The higher institutions are supposed to open their horizons in the management based on the Plan,creating the modes of personnel training,providing personnel and intellectual support,and realizing benign interaction between the talents cultivation in higher institutions and the regional economic development.Tianshui Normal University,the only undergraduate university in the southeast of Gansu,adapts itself to the demands of the regional economic development,deepens educational reform and has mad notable achievements.
