摘 要:义务教育均衡发展的本质特征和理想目标是义务教育的公平发展,是义务教育的平等与效率、均等与优质相互促进的关系状态及其水平持续不断提高的发展,是区域内和区域间义务教育公平水平平衡协调和持续提高的发展,是促进每个少年儿童全面发展的平等、有效、均等、优质的发展。量化测评义务教育公平和均衡水平是准确评价和积极推进义务教育公平发展和均衡发展的重要基础,必须量化测评不同学校间、不同区域义务教育办学条件的平等程度与办学效果的效率水平及其相互促进的水平。The balance development of compulsory education means mutual improvement among equality,efficiency and quality,that is equitable,harmonious and continuing advancement within and among regions,still it facilitates each individual to get all-round,effective and balanced excellent development.The equitable development is core value,basic standard,highest pursuit and ultimate aim for balanced development of compulsory education.Furthermore,the balanced development refers to concrete indicators and measures of balanced development.Statistical measurement is an important approach to evaluate the situation of equitable and balanced development of compulsory education exactly.It is necessary to take statistical method to measure the level of mutual improvement between school equal condition and its effect within and among schools and regions.
