摘　　要：1999年国家高等教育由精英教育逐步向大众化教育过渡的情况下,处于发展中的高等院校如何推进自身的总体建设,扩大教育规模,以适应发展需要等问题的回顾与讨论,提出通过校区土地置换等手段盘活存量资产,配合适量的商业贷款,本着举债适度还债有来源的原则,尽可能多地筹集建设资金,进行高校的建设,走出一条新型的发展道路,为实现高校跨越式发展的目标奠定基础。This paper discusses with a matter of fact attitude how the university Will achieve me zero-debt target through activating existing assets, replacing the old campus, and asking for business loan from banks with the principle of proper debt balanced by reliability to pay off. By contrasting new campus with the old one, we can understand how the university authorities, faced with severe challenges, have succeeded in achieving the rapid development target by increasing the existing assets, extending education dimensions, enlarging campus and optimizing teaching resources.
