摘　　要：实行“一费制”,是农村教育办学体制的一个重大转折,但经费不足仍是实行“一费制”中存在的主要问题。要切实保障农村义务教育的投入,促进农村教育改革不断深化和可持续发展,就必须不断完善“一费制”,贯彻义务教育政府办的原则,切实加大各级政府教育财政转移支付力度,科学制定收费标准,加强教育经费管理,根据不同地域的具体情况,综合统筹,建立多元化的教育经费投入体制。The implementation of “one-charge system”, is an important transition of rural education scnool running cyctem. It has remarkablely achieved by relieving farmers＇ burden practically. However, it still can＇t solve the problem of insufficiency of educational funds. To ensure the comdulsory educational investment of rural area, and to increasingly deepenthe reform of it, “one-charge system” must be unceasingly developed, and it is necessary to adhere to the principle that government manages compulsory education, set resonable charge standard, strengthen the management of educational funds, and it also calls for the synthesis overall plan and multiplex educational funds investment according to the specifics of different regions.
