摘　　要：环境资源物权抵押制度是一种动态的权利交易结构,它的构建意义可以从环境保护和经济效率两个方面来加以评析。完善环境资源物权抵押制度首先必须以用益物权制度的供给为基础,其次应根据各个环境资源物权的特点,建立相应的抵押制度。同时,法律须对抵押登记的效力和抵押权的实现及转让作出规定。The usufructuary right mortgage system of natural resources is a dynamic mechanism involving the exchange of property rights. The significance of its construction can be analyzed from the following aspects： environmental protection and economic efficiency. To perfect the system, we must first base it upon the supply of usufructuary right. Secondly, we should establish the mortgage system in accordance with the characteristics of different natural usufructuary rights. At the same time, we should make legal provisions on the validity of mortgage register and the realization of mortgage right.
