摘　　要：分析了以工程硕士为代表的专业学位有学位无学历的原因,认为专业学位无学历证书对我国专业学位和研究生教育的健康发展已构成障碍,提出了修改相关教育法规,取消学历证书,为科学学位和专业学位发展提供统一平台的建议。This paper analyzes the reasons that the professional degrees such as Master of Engineering have degree certificates and have not educational background certificates and summarizes the disadvantageous influences on professional degree and postgraduate education. The proposals in which rehtional educational laws should be revised and the educational background certificate should be canceled are put forward, which will offer uniform platform for the development of scientific degree and professional degree.
