摘　　要：在中国广大农村存在着大量的剩余劳动力,这已经日益成为制约农村经济和社会发展的瓶颈。而只有通过大力发展农村基础教育,职业教育和成人教育并统筹“三教”,才能更有效地提高劳动力的科技素养,文化素养和职业素养,才能把这沉重的人口负担化作巨大的人力资源,使阻力成为助力,才能更好地解决农村,农业和农民问题。本文从宏观角度应加强政策、城乡的统筹,从微观角度思考资源、内容、形式、运作等方面的统筹。there are a large number of surplus labour forces in the vast rural area of China, and the fact has increasingly become the disadvantages of rural economic and social development Only by devoting major forces to developing the universal education, the vocational education and the adult education and planning them as a whole, we can improve the scientific and technological quality, cultural quality and vocational quality of the surplus labour forces, change the heavy load into gigantic human resources and resolve the problems of agriculture, peasants and countryside of China
