摘　　要：高职院校实行“双证制”过程中，自身运行机制有待完善、规范，同时外部环境中存在一些影响“双证制”发展的深层次问题。主要表现在：职业标准开发及证书类型落后于经济社会发展需要；法规制度层面上还未形成配套体系；鉴定发证过程中失范现象较为严重；高职院校在观念认识和操作层面上还存在不足；企业、社会对“双证制”的回应与支持还不明显等。In the process of implementing dual-certiflcate system in higher vocational schools, the running mechanism of dual-certificate system itself should be consummated and regulated. At the same time, there are some profound problems influencing the development of dual-certificate system outside, they are as follows： the exploitation of professional standards and the certificate types don＇t keep up with the social and economical development needs; there aren＇t matching system on law level; serious de-criterion phenomenon in identifying process and awarding certificate; enterprises and society don＇t give explicit response and support to dual-certificate system.
