农业税免税时代村干部职能的定位及激励机制

摘　　要：通过调查,分析了在农业免税条件下村干部职能的重新定位,并构建村干部职能落实的保障机制。研究表明,农业税免税时代村干部职能应定位在发展经济,贯彻落实党和国家的方针政策,抓好农村基础设施建设,搞好群众的教育和调解纠纷等工作上,其中发展村级经济是村干部“执政的第一要务”。Through the survey of village cadre and villagers, the authors analyzed that under the situation of tax -free the functions of village cadre should be repositioned so that their functions could be put into effect. It was concluded that in new period the village cadre＂ function should be leading the development of rural economy, implementation of policy, organization of infrastructure construction in countryside and so on.
